De bhun cheanglais Alt 177AE(4)(a) den Acht um Pleanáil agus Forbairt 2000 (arna leasú), tugtar fógra leis seo go bhfuil sé beartaithe ag Comhairle Chontae na Gaillimhe cead a lorg ón mBord Pleanála chun an fhorbairt seo a leanas a dhéanamh ag, Baile an Chláir, na Gaillimhe, i mbaile fearainn Droim na Gaoithe.

Beidh an Fhorbairt comhdhéanta de thógáil 88 aonad cónaithe san iomlán, agus creche. Áiríonn an togra dhá bhealach isteach eastáit, ceann amháin ón R381 (go Órán Mór) agus ceann ón L7110. Is é seo a leanas an meascán aonad molta: 2 theach ceithre sheomra leapa dhá stór, 19 teach trí sheomra dhá stór, 18 teach dhá stór dhá sheomra leapa, 15 árasán trí sheomra leapa, 21 árasán dhá sheomra leapa, 13 árasán aon sheomra leapa agus naíolann. Áiríonn an fhorbairt freisin clós súgartha do leanaí go Bóthar Radharc an Locha, spás oscailte taitneamhachta tírdhreachaithe poiblí, agus stáisiún pumpála IW, fostáisiún BSL agus gach obair forbartha suímh riachtanach. Áiríonn an Togra freisin páirceáil cháir, páirceáil rothair, tírdhreachtú crua agus bog, oibreacha glanta láithreáin, bóithre, cosáin, áiseanna taitneamhachta, soilsiú poiblí, comharthaíocht, naisc le seirbhísí atá ann cheana féin agus gach oibreacha forbartha suímh choimhdeacha.

Tá Ráiteas Tionchair Natura ullmhaithe maidir leis an bhforbairt a bheartaítear. Tugadh faoi Thuarascáil Scagthástála ar Mheasúnú Tionchair Timpeallachta maidir leis an bhforbairt a bheartaítear agus baineadh de thátal as nach bhfuil gá le Tuarascáil Measúnaithe Tionchair Timpeallachta.

 

Is féidir leis an mBord Pleanála faomhadh a thabhairt don fhorbairt le nó d’éagmais coinníollacha nó féadfaidh sé diúltú don iarratas ar fhorbairt.

 

Beidh pleananna, sonraí agus Ráiteas Tionchair Natura na forbartha a bheartaítear ar fáil lena n-iniúchadh nó le ceannach ar tháille nach mó ná an costas réasúnach a bhaineann le cóip a dhéanamh, le linn gnáthuaireanta oifige (Luan go hAoine, 9.30rn – 4.00in, gan an Banc san áireamh). Laethanta Saoire agus Laethanta Saoire Poiblí) ar feadh tréimhse 4 seachtaine ó Dé hAoine an 18 Lúnasa go Dé hAoine an 15 Meán Fómhair 2023, ag oifigí Roinn Pleanála Chomhairle Chontae na Gaillimhe (Cuntar Poiblí), Áras an Chondae, Cnoc na Radharc, Gaillimh le linn a n-uaireanta oscailte poiblí agus Oifigí an Bhoird Phleanla.64 Sráid Mhaoilbhríde Baile Átha Cliath 1, D01V902, idir na huaireanta 9.15 am agus 5.30pm Luan go hAoine.

 

Féadfar aighneachtaí nó tuairimí a dhéanamh i scríbhinn le linn na tréimhse sin chuig an Rúnaí, An Bord Pleanála, 64 Sráid Maoilbhríde, Baile Átha Cliath 1 D01 V902 maidir leis na nithe seo a leanas:

 

  • Impleachtaí na forbartha beartaithe do phleanáil chuí agus d'fhorbairt inbhuanaithe sa cheantar lena mbaineann,
  • An tionchar dóchúil a bheidh ag an bhforbairt a bheartaítear ar an gComhshaol, agus
  • Éifeachtaí suntasacha dóchúla na forbartha a bheartaítear ar Shuíomh Eorpach dá ndéanfaí.

Is é an spriocdháta chun aighneachtaí nó tuairimí a fháil 29 Meán Fómhair 2023 ag 4.00pm.

 

Féadfaidh duine bailíocht cinnidh ón mBord Pleanála a cheistiú trí iarratas ar athbhreithniú breithiúnach, faoi Ordú 84 de rialacha na nUaschúirteanna (S.I. Uimh 15 de 1986) de réir alt 50 den Acht um Pleanáil agus Forbairt. 2000 (arna leasú). Is féidir Faisnéis Phraiticiúil maidir leis an bpróiseas athbhreithnithe bhreithiúnaigh a mheasúnú ar shuíomh Gréasáin an Bhoird www.pleanala.ie nó ar Láithreán Gréasáin um Fhaisnéis do Shaoránaigh www.citizensinformation.ie.

GALWAY COUNTY COUNCIL

PLANNING AND DEVELOPMENT ACT 2000 (AS AMENDED)

PLANNING & DEVELOPMENT REGULATIONS 2001 (AS AMENDED) – Part 10

 

Droim Na Gaoithe, Baile an Chláir, Co. Galway

Pursuant to the requirements of Section 177AE(4)(a) of the Planning and Development Act 2000 (as amended), notice is hereby given that Galway County Council proposes to seek approval from An Bord Pleanála to carry out the following development at, Baile an Chláir, Co. Galway, in the townland of Droim na Gaoithe.

The Development will consist of the construction of a total of 88 residential units, and creche. The proposal includes two estate entrances, one from R381 (to Oranmore) and one from the L7110. The proposed units mix is as follows: 2 four bedroom two storey houses, 19 three bedroom two storey houses, 18 two bedroom two storey houses, 15 three bedroom apartments, 21 two bedroom apartments, 13 one bedroom apartments and a Crèche. The development also includes a children’s playground to Lakeview Road, landscaped amenity public open space, and IW pumping station, ESB substation and all necessary site development works. The Proposal also includes car parking, bicycle parking, hard & soft landscaping, site clearance works, roads, footpaths, amenity facilities, public lighting, signage, connections to existing services and all ancillary site development works.

A Natura Impact Statement has been prepared in respect of the proposed development. An Environmental Impact Assessment Screening Report has been undertaken in respect of the proposed development and concluded that an Environmental Impact Assessment Report is not required.

An Bord Pleanála may give approval for the development with or without conditions or may refuse the application for development.

Plans, particulars and the Natura Impact Statement of the proposed development will be available for inspection or for purchase for a fee not exceeding the reasonable cost of making a copy, during normal office hours (Monday to Friday, 9.30am – 4.00pm, excluding Bank Holidays and Public Holidays) for a period of 4 weeks from Friday the 18th of August until Friday the 15th of September 2023 at the offices of the Planning Department of Galway County Council (Public Counter), Áras an Chontae, Prospect Hill, Galway during its public open hours and the Offices of An Bord Phleanala.64 Marlborough St Dublin 1, D01V902, between the hours of 9.15 am and 5.30pm Monday to Friday.

Submissions or observations may be made in writing during such period to The Secretary, An Bord Pleanála, 64 Marlborough Street, Dublin 1 D01 V902 relating to the following:

  • The implications of the proposed development for proper planning and sustainable development in the area concerned,
  • The likely effects on the Environment of the proposed development, and
  • The likely significant effects of the proposed development on European Site if carried out.

 

The deadline for receipt of submissions or observations is 29th of September 2023 at 4.00pm.

A person may question the validity of a decision by An Bord Pleanála by way of an application for judicial review, under Order 84 of the rules of the Superior Courts (S.I. no 15 of 1986) in accordance with section 50 of the planning and development act 2000 (as amended).
